A can of ravioli definitely has enough carbohydrate. However, I suspect that it also has enough fat to prevent the carbohydrate from being absorbed rapidly. Better to schlepp down a couple of glucose tabs, a tube of glucose gell or a bit of cake icing; these are absorbed into the blood quite rapidly. However, the ravioli -- or at least the sauce -- also probably has enough protein to give you some staying power and not let your bg drop rapidly after the initial sugar jolt has worn off.
Opinions differ but had I been you, I would have foregone the dog walk until several hours after the low bg incident since walking brings bg down. But you know your body best -- probably better even than do your doctors.
Final comment: although the headache from low bg isn't one of my symptoms, many people report this. And the headache may persist for several hours.
Best advice: don't panic; check your bg again and, if needed, take another 12-15 grams of carb if you're under 70 mg/dl. Then relax.
