[acb-diabetics] Proposed constitution changes

As proposed the past president is still restricted too much. I feel he/she should only be required to  give up post of past president if taking another position, not be prevented from seeking or accepting another position. 
If the order of office were in effect now, Dee could be appointed as second vice president not first. My two cents.
