[acb-diabetics] Proposed constitution changes

[dee clayton]

The thing to remember is that the elections are the first thing after the 
secretary and treasury reports.  The Constitution and bylaws come under new 
business.

Since Pat is taking over from Carol's term she will need to be voted in or 
someone nominated against her to fill out the term.
