Ahem ... I suspect that the Americans with disabilities Act has no
jurisdiction here. We're not talking about access to programs and services
or places of public accommodation here. She should still have a go at her
insurance company but ADA won't help here nor will the 21st Century Video
and Communications Accessibility Act.

Well, in addition to this ridiculous discrimination, I hope someone
challenges the practice of making people send in their meter every
three months so the government can see if we've been good little boys
and girls, testing when we say we do and not selling our strips on
the black market for money so that we can do, ahem, what with a
meter? This is a waste of plastic and terrible environmental
stewardship. A meter can last a long time. Think of how much money
somebody would save by not buying all those extra meters. Dumb! Dumb! Dumb!
But Nancy, Ken is right. I'd look at your insurance policy and file
an appeal according to their rules, in which you explain that you
have recourse with the department of justice according to the
Americans with disabilities act reasonable accommodation provisions.
Don't let them get away with this. You matter!
