The position reports to the Deputy Director of the Specialized 
Services Division (SSD) in the DOR.  The DOR works in partnership 
with consumers and other stakeholders to provide services and 
advocacy resulting in employment, independent living, and

Essential information
*       The position classification is Staff Services Manager II 
(SSM-II), with a monthly base salary range of $5,576.00 to 
$6,727.00.

*       The SSM-II minimum qualifications include four years of 
increasingly responsible analytical experience in the fields of 
management, personnel, fiscal, planning, program evaluation, or 
other related analytical experience.  At least one year of this 
experience must have been at the supervisor level.  In addition, 
a college degree is required.  While not a requirement for the 
SSM II exam, the Administrator position must also meet the 
minimum qualifications of welfare and institutions code section

Each year thousands of Americans experience blindness or a severe 
vision impairment for the first time.  The California Department 
of Rehabilitation established the Orientation Center for the 
Blind to assist adults adjust to vision disabilities by immersion 
in a residential environment that is respectful, knowledgeable 
and empowering.  Credentialed teachers and qualified 
rehabilitation professionals provide a full curriculum of classes 
and experiences individually tailored to assist each student to 
reach their full potential for self-sufficiency and contribution

Under the general direction of the Deputy Director, Specialized

adults who are legally blind to obtain pre-vocational and 
independent living skills.  Responsible for the twenty-four hour, 
seven day a week operations, security and maintenance of a three 
acre campus consisting of buildings and grounds, vehicles and 
equipment.  Directly or indirectly supervises 32 full-time and 21 
part-time employees, consisting of supervisors, counselors, 
teachers, health workers, office staff, food service and 
buildings and grounds workers.

Specifically, this position performs the following activities:

ESSENTIAL JOB FUNCTIONS

20%     Provide supervision and guidance to direct report staff 
and oversight of work activities for all staff at OCB.

15%     Develop, update and review OCB personnel, operations and 
administration policies and practices, to include teaching

        The mission of the Department of Rehabilitation (DOR) is 
to work in partnership         with consumers and other 
stakeholders to provide services and advocacy  resulting in 
employment, independent living, and equality for individuals with  
disabilities.  Established in 1963, and operating under the State 
of California's       Health and Human Services Agency, the DOR 
administers the State's vocational    rehabilitation program in 
accordance with the Rehabilitation Act of 1973, as    amended (29 
U.S.C.  section 794 et seq.).

        Vocational Rehabilitation Program
        The primary program administered by the DOR is the 
vocational rehabilitation    program.  The DOR administers the 
largest vocational rehabilitation program in  the country, 
delivering services from over 80 locations throughout California 
to        increase the quality and quantity of employment 
outcomes for people with a full         range of physical and 
mental disabilities.  Examples of services include        
education, vocational assessments, counseling, job searches and 
placement,      prosthetic devices, hearing aids, and assistive 
technology, including adaptive  computer equipment and software.  
In California each year there are over        100,000 individuals 
with disabilities receiving services at various stages of their     
individualized plan for employment.

        The vocational rehabilitation program is not an 
entitlement program.  Rather, the       program operates under an 
Order of Selection process whereby only those         individuals 
who meet eligibility requirements and have the most significant     
disabilities receive services.  The Order of Selection process is 
prescribed in         federal law, and is required when requests 
for services exceed budgetary        resources.  The DOR has 
operated under an Order of Selection process since      1995.

        Nationwide, for every $1 in vocational rehabilitation 
funds expended to assist  people with disabilities obtain and 
retain employment, there is an $8 return on         investment.  
More specifically, as individuals become employed, they cycle off 
of       public benefits and become contributing taxpayers.  The 
DOR annually reports    14,000 successful employment outcomes.

        Other major programs administered by the DOR include 
Independent Living,        Disability Access, and the Business 
Enterprises Program:

        Independent Living
        With federal work reimbursements from the Social Security 
Administration, the   DOR funds 29 Independent Living Centers in 
California which provide     independent living services to over 
30,000 individuals who are aged and/or have         significant 
disabilities to live independently outside of institutions 
consistent with  the 1999 Supreme Court Olmstead Decision.

        Disability Access
        In response to the Governor's Office designation to serve 
as the lead state     agency to implement the Americans with 
Disabilities Act (ADA) in California state       government, the 
DOR established the Disability Access Section to promote                
disability rights in state government.  The section provides 
public information,        training, and technical assistance for 
state and local government consumers,    employers, and 
businesses, as well as physical and communication access         
expertise for employers, businesses, architects, design 
professionals, and      building officials.

        Business Enterprises Program
        Operating within the Specialized Services Division for 
the Blind and Visually   Impaired and Deaf and Hard of Hearing, 
the Business Enterprises Program         (BEP) provides training 
and employment for persons who are legally blind in the         
management of food service and vending facilities on public 
property throughout         the State.

        Funding
        The DOR operates with funding from a federal formula 
grant with a state-        matching requirement of 21.3 percent.  
In other words, for every $1 in funds the        State 
contributes, it receives $4 in federal funds.  The DOR's 2008-09 
total    budget is $393 million ($56.4 million General Fund), and 
it has 1,974 authorized        positions.

 SCOPE

This series specification describes three levels used throughout

program evaluation and planning, and policy analysis and

Incumbents in this series are typically subject-matter 
generalists who have demonstrated possession of the strong 
analytical skills, supervisory and/or managerial abilities, and 
personal qualifications to succeed in a broad range of fiscal, 
management, staff services, and related settings.

 Incumbents in this series are responsible for the effective 
resolution of a broad range of governmental, supervisory, and/or

   DEFINITION OF LEVELS

 STAFF SERVICES MANAGER I

The Staff Services Manager I level is typically the first working 
supervisor level.  Employees at this level supervise a small 
group of analysts performing journeyperson level work and 
personally perform the most difficult or sensitive work.  In the 
smaller departments or where the particular Staff Services 
function is not fully developed, a Staff Services Manager I may 
direct a function such as management analysis, budgeting, or 
personnel.  In a medium to large department, or in a central 
agency function, positions at this level may supervise a portion 
of a function when it is so large as to require subordinate 
supervisors in terms of number of technical staff.  On rare 
occasions, positions at this level may function as project 
leaders, coordinating the work of others through task force type 
organizations.  This leadership role must be accompanied by a 
role as a highly skilled, independent consultant with the ability 
to act authoritatively in a functional specialty.  Positions 
allocated to this level may be described by the following 
criteria:

 (a) In a small- to moderate-sized department, directs a fully
 developed Staff Services function such as personnel, fiscal, or
 management analysis.

 (b) In a medium size department, directs a developing Staff 
Services
 function.

 (c) Supervises a small group of professional or technical 
analysts
 through the Associate Analyst level with responsibility for a
 major subsection of a Staff Services function.

 (d) Functions as a recognized authority in an area of extreme 
sensitivity, with ongoing coordinating responsibility over other 
analysts in a sensitive area of a department's operation, usually 
on a task force or project basis.

 STAFF SERVICES MANAGER II (SUPERVISORY)
 This is the full supervisory level over analytical and 
administrative work.  In most settings, persons at this level are 
in charge of a well established and fully developed Staff 
Services function in a moderate to large department.  Positions 
at this level normally supervise a moderate to large number of 
technical staff and spend the majority of their time in 
supervisory activities as distinct from working level 
assignments.  On rare occasions, positions at this level may 
function as nonsupervisory experts.  Positions at the Staff 
Services Manager II level may be characterized by the following 
allocation criteria:

 (a) In a moderate to large size department, directs a fully 
developed Staff Services function characterized by the 
supervision of a moderate to large number of subordinate 
technical staff.

 (b) May supervise a small technical staff in a small- to 
medium-sized department in a specialized operation when one of 
the following criteria are met:

 (1) There is responsibility for a complex operation with
  multiple department influence.

 (2) There is responsibility for a complex operation that is
  central to a department's primary mission.

 (c) Supervises a large group of technical staff in a well 
defined and established departmental function, typically through 
subordinate supervisors.

 primary mission.  Positions at this level are characterized by

large
 department characterized by multiple intermediate supervisors at
 the Staff Services Manager II level and a large technical staff.

 (b) Functions as a full supervisor with responsibility for a 
moderate
 to large size technical staff in a highly specialized and 
complex
 operation when one of the following criteria are met:

 (1) Responsibility for a highly complex Staff Services function
  with multidepartmental or service wide impact.

 STAFF SERVICES MANAGER I

 Either I
 One year of experience in the California state service 
performing
 analytical staff duties of a class with a level of 
responsibility not
 less than that of Associate Governmental Program Analyst.

 duties as specified above will be admitted to the examination, 
but they
 must satisfactorily complete one year of this experience before 
they
 can be eligible for appointment.)

 Experience:  Three years of increasingly responsible management,

Examinations Granting Veteran's Preference Points - If you
have not previously applied for and been approved Veteran's
Points, you must apply for the points by completing and 
submitting
the Application for Veteran's Preference Form SPB-1093 to the
State Personnel Board.
NOTE: Your completed Application and other examination related
information submitted to the department administering this
examination becomes confidential information and the property of
the State of California as provided by Government Code Section
18934.  This Application and other confidential information will
not be returned; therefore, we recommend that you keep a copy
of your completed Application for your personal records.  Your
rights to inspect your examination papers are set forth in 
Sections
186-189 of Title 2 of the California Code of Regulations, which
can be accessed on the State Personnel Board's website at
www.spb.ca.gov.

In completing this application, you do not need to answer "Yes" 
to
Question 5 if:
* you have been rejected during a probationary period; or
*
a court or administrative agency overturned or revoked the
firing, dismissal, termination, or contract termination.

If asked about past employment history by a prospective employer
during the hiring process or probationary period, however,
applicants are required to tell the truth regarding any firing,
dismissal, termination, contract termination or rejection during
probationary period, whether or not the action was overturned,
revoked, or withdrawn (either voluntarily by the employer or, as
part of a settlement agreement).  Applicants are also required to
provide factually correct information on the Employment History
section of the application.
Easy ID - You are required to provide the following tracking
information on the application.  The first three letters of your 
last
name at birth, the month and day of your birth and the last four
digits of your social security number.  If you have already
established an Easy ID in the online system and it is different,
please provide that Easy ID.
Examination Title/Job Title - Fill in the exact title of the
examination from the examination bulletin.  Promotional
examinations are only available to those who currently meet the
criteria to apply on a promotional basis (i.e., civil service 
employee,
veteran, legislative employee, etc.).  If applying for a vacant
position, enter the class title of the position/vacancy for which 
you
are applying.

settlement); or
Home/VRS/TTY Number - Provide your 10-digit home
telephone, Video Relay Service (VRS) phone number, or Text
Telephone (TTY) phone number.
Questions 8 and 9 - These questions should be answered
only if the examination bulletin indicates (a) a minimum or
maximum age requirement for eligibility; and/or (b) a California
Driver License requirement.
Question 5 - Employment History/Discharges.  Question 5 must
be answered by all applicants.  You must answer "Yes" if you have
ever, because of poor performance or misconduct, been fired,
dismissed, or terminated from a job, or had an employment 
contract
terminated.  Explain any "Yes" answers in the Explanations 
section.
Include the facts in brief, the grounds for any action taken 
against
you, and the circumstances under which you left the position.
