SPECIAL NOTIFICATION: This position is exempt from classified 
state service and the
rules of the Division of Human Resources and the Idaho Personnel 
Commission..
The Idaho Division of Vocational Rehabilitation is charged with 
the responsibility of
assisting physically and mentally disabled citizens to become 
employed in realistic and
permanent work through the management of the State and Federal 
Vocational
Rehabilitation Program, the Extended Employment Services and 
related programs for
citizens with disabilities.
This is an appointed position that reports to the Executive 
Director of the State Board of
Education.  Responsibilities include providing statewide 
leadership, advocacy and
technical assistance for vocational rehabilitation.
Responsibilities:
Provides leadership for all operations of an 23 million dollar 
state agency with 150
employees
*
Supervises, manages and motivates statewide staff *
Works effectively within a larger administrative structure and 
with administrators
of other programs
*
Formulates a clear vision for Vocational Rehabilitation *
Develops quality programs and exemplary service delivery *
Prepares, manages and is accountable for a statewide budget, 
including
developing and presenting annual request to the State Board of 
Education and
legislature
*
Interprets, implements and is accountable for federal and state 
laws, rules and
regulations
*
Directs, develops and implements strategic plans *
Develops and implements operating procedures *
Advocates for people with disabilities *
Facilitates information dissemination, contractual agreements and 
referral
systems related to programs for people with disabilities
*
Qualifications:
Applicants must have experience that has prepared them with the 
necessary knowledge,
skills and abilities to successfully perform the duties of the 
position.  These skills,
abilities and qualifications include:
Experience leading, directing and supervising staff *
Experience in human resource administration, business 
administration, researching
and compiling information for budget development and financial 
management
*
Experience interpreting and implementing federal and state laws, 
rules and
regulations
*
Experience directing, developing and implementing a strategic 
planning effort *
Effective written and oral communication skills *
Experience developing and implementing operating procedures *
Significant knowledge of public vocational rehabilitation 
programs *
Possesses a philosophical orientation compatible with the 
vocational rehabilitation
program
*
Competence in the above can be obtained by extensive experience 
or through a
combination of education and experience.  Masters degree or above 
preferred.
Familiarity with the Idaho system of vocational rehabilitation is 
also preferred.
