Duties:
The primary responsibility of the Director of Policy and Program Evaluation
is to lead, manage and coordinate agency policy, planning, program
evaluation and research activities. The mission of the Director is to ensure
that these activities function effectively to support the accomplishment of
the Commission for the agency's mission to work in partnership with legally
blind individuals to reach their goals of independence and participation in
their communities.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent
part-time, professional, administrative, supervisory or managerial
experience in business administration, business management, or public
administration and (B) of which at least four years must have been in a
supervisory or managerial capacity, or (C) any equivalent combination of the
required experience and the substitutions below.
Substitutions:
I. A Master's or higher degree with a major in business administration,
management, public administration, industrial engineering, industrial
psychology, or hospital administration may be substituted for a maximum of
one year of the required (A) experience.*
* Education toward such a degree will be prorated on the basis of the
proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: None.
Preferred Qualifications:
Candidate should possess a Certified Rehabilitation Counseling Certificate
(CRC).
Candidate should have knowledge and experience of the federal rehabilitation
Act of 1973 as Amended regulations pertaining to vocational training
programs, eligibility for vocational rehabilitation services and experience
with developing and implementing state plans outlining the various programs
and services required under federal regulations.
Candidate should have knowledge and experience with local and national
organizations partnering with MCB to provide outreach and professional

national blindness organizations', in addition to possessing demonstrated
knowledge of developing policies in accordance with state and federal
regulations.
Candidate should have experience with conducting fair hearings in accordance
with the federal Vocational Rehabilitation Act of 1973 as Amended.
