Duties:
Direct and manage the internal and external components of the 
Title VII, Chapter 2, Independent Living for Older Blind 
Individuals Program (BRIDGE Program).  Develop annual program 
plans and budgets in compliance with established Federal and 
State laws, regulations and standards; Manage a comprehensive 
service program that includes both a direct service component, 
purchase of service capacity and innovative sub-grant program 
that responds to the IL needs of 1,000 elder blind consumers 
annually; Manage the public education/community capacity 
capability within the BRIDGE Program with particular emphasis on 
outreach to under-represented populations; Conduct annual 
programmatic monitoring and evaluation of direct and contracted 
services.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) 
four years of full-time, or equivalent part-time, professional, 
administrative or managerial experience in business 
administration, business management or public administration the 
major duties of which involved program management, program 
administration, program coordination, program planning and/or 
program analysis, and (B) of which at least one year must have 
been in a supervisory capacity, or (C) any equivalent combination 
of the required experience and the substitutions below.

Substitutions:

I.  A Bachelor's degree with a major in business administration, 
business management or public administration may be substituted 
for a maximum of two years of the required (A) experience.*

II.  A Graduate degree with a major in business administration, 
business management or public administration may be substituted 
for a maximum of three years of the required (A) experience.*

III.  A Bachelor's or higher degree with a major other than in 
business administration, business management or public 
administration may be substituted for a maximum of one year of 
the required (A) experience.*

*Education toward such a degree will be prorated on the basis of 
the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) 
experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a 
current and valid Massachusetts Class D Motor Vehicle Operator's 
license may be required.
Preferred Qualifications:
Experience with Title VII, Chapter 2 regarding Independent Living 
services for Elders.
Experience in outreach and working with and educating the 
community.
Experience working with the Elder Blind Population.
Knowledge of the principles and practices of Social Work with 
particular emphasis on gerontology and blindness.
Specialized knowledge in the use and application of adaptive aids 
and devices and adaptive computer equipment.
Experience writing federal grants.
Experience in state contracting and budgeting procedures.
Excellent interpersonal skills.
Demonstrated ability in written and oral expression.
Demonstrated ability in public speaking.
Knowledge of adaptive software and hardware such as System 7, 
Excel, and Office 2010.
Considerable knowledge of the laws, rules, regulations, policies, 
procedures, and methods pertaining to elder blind.

This is a Civil Service position.  Subject to the rules and 
regulations of Civil Service and Collective Bargaining, 
preference for this position will be given to those candidates 
who are eligible for Civil Service, Reinstatement/Re-employment
