Description of Work
This position is located in the Division of Services for the
Blind (DSB) Director's Office in Raleigh, NC. The Assistant
Director is responsible for supervision of four program chiefs:
Medical Eye Care, Independent Living, Business Enterprise, and
Vocational Rehabilitation Programs. This position is
responsible, along with the chiefs, for planning, developing,
organizing and implementation of all aspects of these programs.
The Assistant Director represents DSB on various committees and
workgroups, such as the APA Rules Coordinator. This position is
also involved in the following activities: policy planning and
development; compliance with State and Federal regulations;
development of DSB State Plans. The Assistant Director serves as
the primary back-up to the Division Director when the Director is
not available.
Knowledge, Skills and Abilities / Competencies:
This position requires knowledge of laws and regulations
governing service delivery programs; the process related to rules
development; the legislative process and knowledge of issues
critical to blind and visually impaired consumers. The position
requires demonstrated supervisory and management skills, plus
effective communication skills in an individual or group setting.
The ability to use the Internet and Microsoft Office is required.
The individual in this position must have the ability to problem
solve, manage multiple projects, work independently and make
sound decisions.
Minimum Education and Experience Requirements:
Master's degree in business administration, public
administration, human services program administration, or a
related field and four years of experience in program
administration or management, two of which must have been
supervisory in nature and preferably involving services for the
visually handicapped; or a four-year degree and six years of
experience in administration or management within an agency of
services for the blind, two of which must have been supervisory
in nature; or an equivalent combination of education and
experience.

The Department of Health and Human Services (DHHS) selects
applicants for employment based on job-related knowledge, skills,
and abilities without regard to race, color, gender, national

political influence. All positions in the Division of State
Operated Healthcare Facilities shall be subject to pre-employment
drug testing and criminal record background checks. State and
Federal criminal record checks is also required on all applicants
selected for direct care and non-direct care positions in the
DHHS Residential School Programs. All other Divisions within
DHHS will conduct a criminal record check if you are applying for
a position which supervises or provides direct care.
Additionally, drug testing is required if you are applying for a
direct care position, criminal justice certified position or a
position requiring a commercial driver's license. Applicants
seeking Veteran's Preference with State Government should submit
a copy of Form DD-214.
To receive credit for all of your work history, you must list the
information on the State of North Carolina application under work
history. Any information omitted cannot be considered for
qualifying credit. Resumes will not be accepted in lieu of the
state application.
Applicants applying for a Rehab Counselor position that have a
degree in another human services field other than Rehab
Counseling need to attach a graduate school transcript.
