The PA Department of Labor & Industry, Office of Vocational Rehabilitation
is soliciting applications for the civil service job specification of
Business Analyst 2 to be based in Dauphin County/Harrisburg, PA area.
Working within the Bureau of Blindness and Visual Services, the Business
Analyst will train counselors and staff on upgrades and enhancements to
assistive technologies such as JAWS and Zoom Text; create and monitor
policies and procedures in regard to program compliance, and vendor
management; and coordinate the development and maintenance of information
technology applications to support assistive technology program operations
with the Office of Information Technology.

experience? An example of business process analysis work is when a Business
Analyst works with business users to develop and implement improved business
processes for their application to an IT system in support of their
organization's policy.

NATURE OF WORK
You will consult with users to develop and implement improved processes for
their application to an Information Technology (IT) system. This will
involve collecting, analyzing, and documenting business rules and processes,
and recommending system change requests. You will prepare queries and
reports using various reporting software packages. Additionally, you will
modify and develop user acceptance test scenarios, and troubleshoot system,
data, or process problems.
You will also lead business requirements-gathering sessions with business
and technical resources for complex system development projects. This will
involve analyzing legislation or business documentation to determine the
necessary changes in information technology or business processes to meet
the objectives of an agency initiative.
JOB REQUIREMENTS
You will be tested before your qualifications are reviewed. Your test
results will count only if you meet all job requirements. If after reading
the requirements you are not sure you qualify, contact one of the
Commission's offices listed at the end of the test announcement.
You must be a Pennsylvania resident, of good moral character and able to
perform the essential functions of the job.
Minimum Requirements
One year as a Business Analyst 1; OR 1 year as an Information Technology
Trainee; OR 1 year of business process analysis experience and a bachelor's
degree; OR 5 years of business process analysis experience; OR an equivalent
combination of experience and training.
Clarification of Requirements
You may substitute related education for the required experience or
appropriate experience for the required education. Unrelated experience or
education will not be accepted.
TESTING
The test will be administered on a computer at a testing location.
Information about computerized testing is available online at
www.scsc.state.pa.us OR in paper form at any State Civil Service Commission
office.
You will have a maximum of 3 hours to complete the test which will cover the

Completing the Application
When you want to make application go to the home page at
www.scsc.state.pa.us and on the left side you will see Online Services.
Click on first time user to set up your user ID and password. Once you are
registered you can view open jobs and apply via the drop down box. Next,
locate the Business Analyst 2 test announcement found under the
Administration, Accounting and Fiscal Control heading and click on it to
begin the application process. Please remember to save your information as
you complete the form. Once you submit the application, you will be asked
to schedule your test.
NOTE: When drafting your application, whether online or manually, for a
given position, you must clearly specify in writing that you meet the
minimum standards as listed on the test announcement; failure to incorporate
these minimum standards can result in an applicant being found unqualified
for a given position.
Walk-In-Testing Information (in case test dates are full or if you would
like to test on an earlier date then what you have scheduled)
Walk-In testing is an option on most testing days on a first-come,
first-served basis based upon "available seating". Since these events are
unpredictable, applicants are advised to call the PA State Civil Service
Commission or testing center before visiting to see if walk-in testing is an
option.
