Yes, but if the fines were much, much higher, then people would be more
likely to shovel to avoid the fine. Even though people are losing their jobs
and their homes, many of them do not know how to be poor people, and they'll
thumb their noses at that $25 fine. They're being foreclosed on, but they
still have their jazzy cable TV package, their fancy cell phone package with
three zillion text messages, their SUV, and their super-duper high speed
internet service, and so on. Sometimes when I read these supposedly highly
innovative ways to save money, I think, what's so revolutionary about that?
I've been doing that forever.
So make those fines really hurt, particularly the repeat offenders.
