Hi Jenine,
This looks like a workable system. Here in Massachusetts, we use the 
Automark which I'd give about a B. The machine is easy to use and learn, but 
since it's a scanner and printer and uses paper ballots, it is subject to 
paper jams. Also, there have been problems with some longer ballots where 
use of the reverse side of the ballot is necessary.
The Automark does have the capability to deal with ballots in multiple 
languages. OF course, the Automark offers no access to the deaf-blind. I am 
pessimistic that the deaf-blind will not get full access to the secret 
ballot unless online voting is implemented whereby the voter goes to a 
website and fills out a form that works well with a Braille display. Does 
any municipality currently allow online voting? I know of some phone systems 
but that won't work for the deaf-blind either.
