  Does anybody know what the function of the Florida rehabilitation  Council for the blind is? If not, I think I can explain it. They basically assist DBS, in making policy, and I forget their second role... and I did read some where that if DBS chooses not to follow a recommendation given by the council, they have to write RSA, and explaine why. The council doesn't hold any authority over DBS. Am I correct? Sincerely, RJ
