[fcb-l] link to newsline bill

I didn't have any problem with the link either.  The problem I did have was finding the wording in the bill that pertains to News line.  I will admit this is the first time I've ever really read through legislation, and although I went through it twice, I think perhaps I still missed the section pertaining to News Line.
