I am so sorry that happened to you--I am always afraid of just that situation.  Although the vet bills may help, owners like that should have to compensate for the possibility that this could severely hamper the way the dog works in the future.  Just the fact of how much the schools spend on training should be incentive enough to severely punish irresponsible dog owners such as this.  I might add it wouldn't help most of us with the psychological effect of this kind of attack for us either.   I am afraid of neighborhood dogs that owners cannot control (jumping over fences etc.) and avoid those areas--we should not have to be afraid to walk in our own neighborhoods or anywhere else for that matter.  I wish you good luck with Kinley.
