[gdum-l] checking guide dog bag at no cost

Is there actually a  law or official requirement that airlines allow you to
check one bag of guide dog items at no cost? On my trip to Los Angeles, Jet
Blue did  check the extra bag when I  explained that it was supposed to be
that way; although the person did not seem informed about the issue, she was
very accepting of it when I  explained. But on the way home, American
challenged me on this, the person saying she had worked there thirty years
and had never heard such a  thing . Her manager agreed. I  did not have time
to argue with needing to get our family of five thru security and to the
plane on time and did not know exactly what to say regulations wise to
support this issue. Next time I  will call the person at the airport who I
remember someone on this list saying addresses concerns regarding disability
accomodations. But for now, what specifically is the regulation and where is
it officially written. I  have a  letter drafted to American corporate and
the L.A. airport staff for American complete with the person's name and her
manager's including the recipt demonstrating their charge for his bag. But I
want to be sure to cite the appropriate regulations for their education
purposes.
