My sincere congratulations to the people of Idaho and what you have 
accomplished.  I have had to watch from afar, but it's wonderful to see.

Berl, the affiliate will need to submit the Constitution and bylaws (if they
use 
bylaws) to Melanie.  She will then make a recommendation to the Board
regarding 
chartering.  This is not to say that Mitch could not do so, but a president
has 
never made such a recommendation to the Board in the past.
