RE: Hr734 Pedestrian Enhancement ACT

Dear Congresswoman Capito:

I am writing on behalf of Tricounty Chapter of Mountain State Council of the Blind. I have met with you and with your staff
previously to talk about this bill, and others.

TCMSCB continues to be concerned about the Hybrid vehicles and the need to make them produce some level of audible sound when they
are approaching intersections, pulling away from parking places or backing out of parking places. This is essential for the safety
and welfare of all pedestrians, but especially for those with visual impairment and no vision. At this time, it is difficult to
impossible to determine when one of these quiet vehicles approaches when we are crossing streets or parking areas. While it is
certainly a driver's responsibility to ensure there are no pedestrians in the pathway of their vehicle, an individual feels by far
safer when she / he can detect that oncoming presence of the vehicle for oneself. With the addition of some sound, this could
happen.

Please join the 147 Congress men and women who have signed on this important legislation. Many of us in West Virginia support you
and continue to do so and we in Tricounty, Mountain State Council and ACB need your support of this vital legislation.

Thank you.

Sincerely,

Jessie L. Rayl, MA, LPC, ALPS
