RE: SB841 Pedestrian Enhancement Act
Honorable Robert C. Byrd:
I am writing on behalf of the Tricounty Chapter of the Mountain State Council of the Blind. I am President of this chapter and
blind. I have met with your staff several times regarding this and other issues that are important to the many members of American
Council of the Blind, our affiliate and to me.
The issue of hybrid vehicles is an ongoing concern, namely that they make little or no sound on take-off, when pulling away from
or backing out of parking areas or approaching intersections. This poses a significant risk and threat to people who are blind or
visually impaired, and to many others. Some of the automobile manufacturers have actually begun to realize this and are taking
some steps to consider installing features to their vehicles so that a noises will happen which is quite encouraging.
We ask you to sign onto SB841 in support of it. As one of our leading representatives in the US, I believe this would be
encouraging to others to do likewise. Thank you so much for your attention to this.
Sincerely,
Jessie L. Rayl, MA, LPC, ALPS
PS. I purchased one of the statues in your likeness that were being sold at the WV Power Park this past summer and am honored and
proud to display it in my office. I also sold several at the Mountain State convention and have given others to friends and
family. What a privilege!
