I wanted to share the letter from Senator Rockefeller (see below)that I just received regarding the Pedestrian Safety Act. The reply was certainly a long time in coming but much better late than never.

Dear Debra,
Thank you for contacting me regarding the Pedestrian Enhancement Safety Act of 2009, S. 841. I always appreciate hearing from fellow West Virginians and I welcome the opportunity to be in touch.
As motor vehicle engine technology continues to advance hybrid, electric, and other types of engines have become almost silent posing a potential risk to those dependent upon the sound a vehicle emits to locate its presence. Many blind or otherwise impaired pedestrians rely upon noise as an indicator when calculating direction, speed, and location of motor vehicles.
The Pedestrian Enhancement Act, introduced by Senators Kerry and Specter, would direct the Secretary of Transportation to initiate a two year study and report on the minimum level of noise required by motor vehicles to alert blind and other pedestrians to the presence of a vehicle when traveling. Following the study the Secretary would report the findings to Congress and, no later than 90 days later, develop acceptable noise standards for vehicles. This legislation has been referred to the Committee on Commerce, Science, and Transportation, which I Chair. Rest assured that I will keep your opinions in mind as I closely examine the merits and implications of this legislation.
