Based on the information on the WVU web site, the only thing I can figure out is that it must have something to do with meeting the "legal" versus "medical" definition of disability. I thought a request for diagnosis and diagnostic testing procedures/results would be in violation of ADA regardless of the reason for the request. I agree it doesn't make sense that they are not permitted to request it for employment or access to public accommodations with a dog guide but higher education facilities can request it to determine eligibility for accommodations and services for one's disability. I might read over the requirements for other disabilities listed on the WVU site.
