I am not aware of any AT&T phones with the exception of the iPhone that offer out of the box speech or magnification.  The AT&T Customer Service Center for Consumers with Disabilities offers Mobile Speak and a magnification product called Mobile Magnifier on select phones for just under $100 in addition to the purchase of the phone, of course.  you can demo both products on the phone for 30 days to see how you like them prior to purchasing them from AT&T.  Both Mobile Speak and Mobile Magnifier are made by a company called Code Factory and are sold by distributors located throughout the country and the world.  You can learn more about these products and how to purchase them at www.codefactory.com.  Although AT&T offers a discounted price for these products, they only do so on certain phone models.  This significantly limits the phones you can choose from.  If you were to purchase Mobile Speak or Mobile Magnifier from a distributor, you would have more phone options but would pay approximately $300.  Hope this helps, or at least gives you a few things to consider.
