There is a setting in blogger where this can be turned off and you can use comment moderation.

Hi guys,
Yet again, Google is using Capcha to verify that you really want to post a
comment. At the NABS blog, Sarah told the reader to introduce themselves.
When I tried to comment (and introduce myself), Google prompted Word
Verification(capcha). I eventually managed to put a comment up there (thanks
to sighted assistance, as the audio link didn't work).
This, in my opinion, defeats the purpose of commenting by a visually
impaired students by themselves.
