[nabs] question about accommodations

BlankHello, so most colleges have disability offices where  books are scanned if needed, and perhaps testing services are provided.  My question is whether it is an accommodation to want a person to look over doccuments before they are submitted, if a blind student gives direction as how his paper should look, line spacing, margins, and the like and  there is a hired reader who makes sure it look that certain way...is that a legitimate accommodation?
 If the college provides note takers, is it reasonable to think they should also provide  this service too?
