Hi-

I have both the iPad and the iPhone. In terms of accesability both are equally accessible however since the iPad is not on iOs version 4 yet it takes  some getting used to. Some features include:
Different voices
Additional configurability of input options so double tapping of the keyboard is not necessary however all you need to do is lift a finger. 
Introduced multitasking of apps
Ability to see all mail inboxes in a single inbox. 

The downfall I see is there is ot a lot of  documentation of VoiceOver commands and gestures.
