Dear Colleague: 

We are sending the attached letter to Labor-HHS-Education Subcommittee
Chairman Obey and Ranking Member Tiahrt requesting a $1 million dollar
increase in funding for technical assistance and an information
dissemination program at the Department of Education aimed at helping
children who are both deaf and blind (also referred to as "deafblind"). This
funding level has been included in the Senate Labor-HHS-Education
Appropriations Subcommittee Report. 

This important program assists children who are deafblind in every
congressional district across the nation. Today there are twice as many
children with deafblindness requiring special education technical assistance
services as there were 20 years ago. Yet federal funding for deafblind
programs has not received any increase in funding over those 20 years.
Because the state and regional project centers across the country that
support the deafblind community have not received a budget increase from the
federal government, many families miss out on important services for their
children, such as on-site technical assistance and family instruction.

In 2004, approximately 10,000 children and youth in the United States were
identified as deafblind (NTAC, 2005). When families and education
professionals are included, about 110,000 people rely on these important
services. However, many programs operate with personnel trained only in
special education without skills specific to deafblindness, leaving children
who are deafblind with often inadequate instruction.

A modest $1 million dollars increase in funding would increase access to
on-site technical assistance, teacher training, information dissemination,
and training and support to educational teams. An increase in funding for
the deafblind technical assistance and dissemination program is long

Dear Chairman Obey and Congressman Tiahrt: 

We are writing to ask for a $1 million increase in Fiscal Year 2010 above
the President's Fiscal Year 2010 budget request. As you know, this modest
funding increase already was included in the Senate LHHSE Appropriations
Committee Report to address the resource needs of young children who are
deafblind and their families and teachers. 

The forty-six state and regional project centers that support the deafblind
community have not had a budget increase in over 20 years, despite a
doubling of the population of children who are deafblind over the same
period.

In fiscal year 2009, the national technical assistance and dissemination
program at the Department of Education received $48.9 million for all
disability technical assistance, of which $12.8 million went to deafblind
program and services. At a time when remarkable advances in medicine and
technology are enabling many deafblind infants and children to survive and
live longer, it is important for Congress to recognize the need for
increased support. However, because of continuing budget shortfalls, a
growing number of children who are deafblind are receiving fewer services
because of the limited resources available to programs specially tailored
for them. 

As you know, the President's FY10 budget request proposed baseline funding
for this program. A modest $1 million increase above this funding level in
the Labor-HHS-Education Appropriations Bill would appropriately reflect the
larger numbers of children who are deaf and blind, be used to help states
strengthen their support programs for families, support the activities of
the national technical assistance and dissemination center on deafblindness,
and strengthen personnel preparation programs.
