  Keep trying.   If you can use the phone, call the Washington office and find out who his staffer is who handles telecommunications issues.  If you do this, you might have a chance.

   

  I did this with the technical assistance and dissemination request for deaf-blind and it worked as I got my Representative to sign on to a Dear Colleague letter on this subject.  I called and asked who the staffer was who handles education issues in this case.
