[sasi] Paratransit

I'll never forget the time when I had been waiting for almost 2 hours for my
return trip, only to be told that the driver had circled around my place of
work 4 or 5 times but never saw anyone flag him down. I told the dispatch
that I was blind and so was unable to flag him down. After waiting another
30 or 40 minutes, I called again and again was told that the driver didn't
see anyone flag him down.
