Bylaw 1: Selection of TCB Newsletter Editor
The newsletter editor shall be elected by the membership, keeping in mind certain qualifications such as: production capabilities, distribution capabilities, and organizational skills. Nominations can be made from the floor, provided each nominee has a person who will speak to his/or qualifications for a period not to exceed two minutes.
The term of service shall be three years from the time of acceptance without any limitations on number of terms to be served. If the position becomes vacant for any reason, the Board shall be empowered to fill the position until the next convention, at which time a new editor will be elected.
The stipend granted to the editor shall be set annually by the membership present and voting at the convention.
The TCB newsletter shall be sent no later than thirty days following the Board of Directors fall and spring meetings.
The newsletter editor shall be present at all board meetings in a non-voting capacity.
Bylaw 2: Convention Attendance
Any person wishing to attend the TCB convention must pay the required registration fee. No refund shall be made unless cancellation is received no later than one week prior to the start of the convention.
Bylaw 3: Delegate and Alternate Delegate
TCB shall pay the hotel expenses, transportation expenses, and a daily food allotment, as funds permit, for the delegate and alternate delegate to the national ACB convention. The delegate and the alternate delegate shall be required to attend all general sessions of the ACB convention and shall be expected to report to the TCB membership at its annual convention. Failure to fulfil these requirements in whole or in part, except for reasons beyond the control of these individuals, may result in the necessity of reimbursing TCB for some or all money advanced for convention expenses. No future advances will be provided until the matter is resolved. The amount allowed for these expenses shall be included in the TCB budget to be approved by the membership. All receipts for expenses shall be given to the TCB treasurer to be filed with records of other expenditures.
Bylaw 4: President at Convention
TCB shall pay the hotel expenses, transportation expenses, a daily food allotment, and the registration and banquet fee, as funds permit, for the TCB president to attend its annual convention. The amount allowed for these expenses shall be included in the TCB budget to be approved by the membership. All receipts for expenses shall be given to the TCB treasurer to be filed with records of other expenditures.
Bylaw 5: Secretary/Treasurer at Convention
TCB shall pay the registration fee and the cost of the banquet at the annual convention for the secretary and treasurer, as funds permit.
Bylaw 6: Life Membership Award
If funds permit, a life membership in the American Council of the Blind shall be awarded from time to time by TCB. The amount must be a line item in the approved budget. Any person who has served on the TCB Board, or has shown his/her dedication through long-term active membership shall be eligible for a life membership award. Bylaw 7: Convention Attendance
The constitution as amended at each annual convention shall be made available to all board members in their preferred format prior to the Fall Board meeting. A braille and large print copy shall be sent to each chapter in the same time frame.
Bylaw 8: Hosting Guidelines
An up-to-date copy of the convention guidelines for hosting a TCB convention shall be provided in braille and large print to each chapter.
Bylaw 9: Convention Registration Fee
A registration fee is required for access to all convention programs and meals except the banquet, which is an optional event. Registrees and volunteers will receive a badge that they must wear at all convention meetings and functions. Banquet tickets will be made available for purchase at an additional price. The ticket price will be determined by the price of the banquet food choice. The determination will be made prior to the preregistration mailing. The preregistration deadline will be two weeks prior to the convention. Anyone wishing to register at the door will pay an additional five dollars.
Bylaw 10: Convention Guidelines Committee
Within thirty days after his or her election, the TCB president shall appoint a convention guidelines committee consisting of a chair plus one representative from each local chapter. Committee members including the chair shall serve for terms of two years and shall be eligible for reappointment to not more than two consecutive two year terms. The purpose of this committee shall be to develop detailed guidelines pertaining to the organization of statewide conventions. The TCB president shall maintain close communication with the host chapter president to insure that the convention guidelines shall be fully implemented.
Bylaw 11: Visiting Local Chapters
To the extent that the financial resources of this organization permit, the president or the presidents designee shall from time to time between state conventions, visit the local chapters of TCB. The purposes of these visits shall be for promoting membership development, fund-raising, and enlisting the support of the chapters in implementing the goals of TCB in such areas as legislation and advocacy. TCB shall reimburse the president or the presidents designee for travel and hotel expenses incurred in making such visits.
